• New York's New Driver Program
     
    For information on learner permits, limited-use junior driver licenses and full-use junior driver licenses click NY New Driver Program.  This will provide general rules for all drivers with learner permits, special rules for junior drivers, probation period for all other new licensed drivers, alcohol and other drug violations for drivers under 21 and motorcyclist/moped license.  A chart is include to help you understand the hours in which a person with these licenses may operate a vehicle.
     
    The following took effect on 02/22/10:
    • Reduce from two to one the number of non-family passengers under age 21 riding in a motor vehicle operated by a junior license holder when not accompanied by a licensed parent or guardian.
    • Elimination of the limited use junior license and require that a junior permit be held for at least 6 months before a junior or senior license may be issued.
    • Increase the number of supervised driving hours before scheduling a road test from 20 hours to 50 hours, that includes 15 hours of driving after sunset.
